It can be created by using an Iron Bar with an Anvil to produce 10x Iron dart tips, providing 25 Smithing experience (requires level 25 Smithing) followed by adding Feathers, providing 3.8 Fletching XP per Iron Dart (requires Level 22 Fletching) with them to create the Iron darts. Requires a Ranged level of 1 to wield.
